Can I create/use a group event (with a specific date/time) to allow people to register for the group event so that their contact info (name, email and mobile) is captured for follow up?

You absolutely can. When you’re creating the event, name and email is fairly automatically captured so you’ll want to add in a field for mobile as well. More on that here.
Once the event is booked (and after as well), all of the attendee details can be found in your Scheduled Events. You can export this information too which might make it easier to get into your records.
