I am the client from China and would like to use Calendly. But I have an issue with sync to my outlook calendar. The issue seems to be caused by the outlook service in China is operated by 21Vianet instead of Microsoft.

You are absolutely correct that the issue is caused by the Outlook service being operated on a technically different domain and we only support the main Microsoft domain. Two options you could look into are either leveraging the Outlook plug-in or use another service like Google to share your Office 365 calendar with, and integrate it to Calendly.
