I have created an event under my calendar. I am now wanting to make it a template so that I can assign another team member to the same event, however, can not see the option for making it a template. If I just add the other team member as a user under user permissions, the event goes to her account, however, all the settings from the event have not been transferred..

It sounds like you’re trying to create what we call a “Managed Event” which is very much as you described - an event template where settings, verbiage, etc. copy over to other teammates.
