I found a lot of discussion about one year ago for this topic.
Is it now available since then?

As of now, Calendly still doesn’t offer a built-in separate notice period specifically for rescheduling or cancellations. The available workaround is using minimum scheduling notice or buffers, but they apply to all bookings, not just changes. Many users are still requesting this as a feature.
