If I have a managed workflow attached to a managed event, but I want to drop off the text reminder for cancelation and replace that with a custom text reminder for cancelation for one user, is that possible? And if so, do I just delete the attached managed workflow and add a new text reminder?

Yes, thats all you’ll need to do! However, keep in mind this will only take effect for events that are booked after the change is made. Any currently booked events will keep the previous settings, as they are not updated retroactively.
